Real ID USA: how to obtain this document without being an American citizen
As of May 7, 2025, it will be mandatory to present this document in the United States to board flights or enter federal facilities. Although undocumented immigrants cannot process it, those with regular immigration status do have options to obtain it.
In 2005, in response to the September 11, 2001 attacks, the United States Congress passed the Real ID Act. This legislation establishes stricter standards for driver's licenses and identification cards, aiming to make them harder to forge and to enhance national security.
From the mentioned date, citizens and legal residents of the U.S. will need a Real ID USA compliant identification to engage in activities such as:
- Boarding domestic flights.
- Entering military bases.
- Accessing federal facilities.
However, not all immigrants can obtain this identification. Here we explain who is eligible and what documents are necessary.
Who can apply for the Real ID in the United States?
Undocumented immigrants are not eligible to obtain the Real ID USA, as it requires proof of identity and legal immigration status. However, those with regular immigration status can access the document as long as they present a series of requirements at the Department of Motor Vehicles (DMV).
Below, we explain the acceptable documents to demonstrate your identity and legal status in the country.
Documents required to apply for the Real ID
For immigrants to obtain the Real ID USA, they must present a combination of valid documents that verify their identity, residency, and eligibility. These documents must match in name and/or date of birth and must be presented at the DMV corresponding to the state where you reside.
- Employment Authorization Document (EAD)
This document is issued by the Department of Homeland Security (DHS) under forms I-766 or I-688B. It is valid proof that you have permission to work in the United States, which also makes you eligible to apply for a Real ID. - Permanent Resident Card (Green Card)
Known as Form I-551, this card, issued by the DHS or the INS (Immigration and Naturalization Service), confirms your status as a legal permanent resident. - Valid foreign passport
You must present a passport from your country of origin that has a valid U.S. visa. This document must be accompanied by Form I-94, which indicates your immigration status and evidence of temporary or permanent residency in the country.
Additional requirement: Social Security Number
In addition to the documents mentioned, it will be necessary to present a valid Social Security card issued by the Social Security Administration (SSA). If you are not eligible to obtain a Social Security number, you must provide a letter of ineligibility also issued by the SSA.
Costs and process to apply for the Real ID
The standard cost to apply for the Real ID USA is $39 at any DMV office in the country. However, prices may vary slightly depending on the state in which you reside.
To start the process, you must:
- Gather all required documents (identification, proof of residency, and Social Security).
- Go in person to a DMV office in your state.
- Complete the corresponding form that will be provided to you at the DMV.
- Pay the established fee.
Once everything is submitted, the DMV will process your application and, if everything is in order, you will receive your Real ID by mail within a few weeks.
What happens if you do not have legal immigration status?
If you do not have documents validating your immigration status, you will not be able to apply for a Real ID. However, some states offer alternatives, such as non-Real ID compliant driver's licenses, which can serve as identification within the state but will not be valid for flights or access to federal facilities.
What does it mean to not have a Real ID after May 2025?
Starting May 7, 2025, those who do not have a Real ID USA or a valid passport will not be able to:
- Board domestic flights in the United States.
- Enter federal facilities or military bases.

Alternatives for undocumented individuals

Although these licenses are not valid for flights or federal access, they are useful for identification within the state and for driving purposes.
